I don't know if it's ever "officially" been confirmed by Joss, and I've been celebrating it on this date for so long that I can't begin to remember where I first read that specific date, but yes, it's definitely the 19th. Every episode that "celebrated" her birthday originally aired as close to then as possible.

It wasn't on her headstone, though; that just said BELOVED SISTER, DEVOTED FRIEND and then SHE SAVED THE WORLD and then A LOT.
